This support has covered all of the accession issues associated with new plant coming into the Balancing and Settlement Code as well as NGC’s Connection and Use of System Code (CUSC).

He work has included the shaping of the wholesale regime, notably the operation of Transco’s network code, and work with Ofgem on storage licence exemptions and connection terms.

From 2000 to 2002, Lisa was Director, Governmental Affairs at Dynegy UK Ltd, where she headed the UK regulatory team, focusing on the impact of the policies of energy regulator, Ofgem, and the Government on the trading environment in the UK’s electricity and gas markets, as well as on Dynegy’s gas storage business – a role that involved a significant amount of internal and external communications.  A significant success was to secure undertakings for Dynegy Storage Limited that offer it greatest commercial freedom, via negotiation with OFT and Ofgem.

From 1996 to 2000 she was Economic Adviser to the Energy Intensive Users Group (EIUG) where she turned EIUG into a high profile organisation with strong links to Government and the regulators. EIUG achieved a review of the electricity market and participated in the redesign of the gas market, in between the day to day work. Lisa also covered environmental policy and under the climate change levy EIUG secured an 80% tax discount.

At EIUG, Lisa gave evidence to Commons and Lords Select Committees, and to the Monopolies and Mergers Commission. She also participated in the governance of both the gas and electricity markets, the Network Code Panel and Pool Executive Committee, and was also with the International Federation of Industrial Energy Customers’ (IFIEC) work on tax and gas liberalisation.

Prior to this, she also advised the UK Steel Association, and she began her career at the Confederation of British Industry as Energy Policy Adviser.
